How can I extract samples for a song (mp3 file)?

I just need 2 or 3 seconds of this song and don't know how to cut it and paste it on my song.

If you drag the Mp3 file into the playlist in FLStudio (in the Tracks section - NOT the patterns), you'll get a graphic version of the mp3 that you can edit freely
